ABOUT LEGISLATIVE BUDGET BOARD

The Legislative Budget Board (LBB) is a permanent joint committee of the Texas Legislature and is co-chaired by the Lieutenant Governor and the Speaker of the House. The remaining board members are specified by statute to include the chair of the Senate Finance Committee; the chair of the House Appropriations Committee; the chair of the House Ways and Means Committee; three members of the senate appointed by the Lieutenant Governor; and two members of the house appointed by the Speaker.

The LBB develops budget and policy recommendations for legislative appropriations, completes fiscal analyses for proposed legislation, conducts evaluations and reviews to improve the efficiency and performance of state and local operations, and adopts constitutional and statutory spending limits.
